Some developed-change cells appear near existing roads and settlement areas. Their location is worth comparing with the current impervious and developed patterns, but proximity does not establish cause. The layer records a difference between two classifications. No construction project, policy decision, ownership change, or exact date can be identified from that class difference alone.

The same caution applies to forest-loss and other-difference categories. Real clearing, regrowth, building, or wetland change may be present, yet image conditions and classification methods can also create differences. Comparing the Lake Champlain side with the Adirondack interior is particularly useful in Essex County.
