That growth is not spread evenly across more than a thousand square miles of land. Santa Rosa County occupies the western Florida Panhandle. The Escambia River forms much of its western separation from Escambia County, Florida; Okaloosa County lies to the east; and Escambia County, Alabama, is across the state line to the north. East Bay, Pensacola Bay, and Santa Rosa Sound divide the southern end into mainland shores, peninsulas, and a barrier island, so direct distance is often a poor guide to driving distance.
I-10 and U.S. 90 provide the principal east-west routes through the central county, linking Milton and Pace with neighboring counties. U.S. 98 follows the southern population corridor through Gulf Breeze, Midway, and Navarre. State Road 87 runs north-south from the forested interior through the I-10 area to U.S. 98 at Navarre, while State Road 281 connects the Pace area with U.S. 98 by way of the Garcon Point Bridge.
Travel toward Pensacola from Gulf Breeze follows U.S. 98 across Pensacola Bay. Travel between Navarre and the Milton area is oriented more directly along State Road 87. These different routes matter because bays and sounds interrupt otherwise short-looking lines between communities.
Local Context
The broad green area in the northeast corresponds to the Blackwater River State Forest landscape. The Florida Forest Service reports 219,077 acres across Santa Rosa and Okaloosa counties, with forest headquarters near Munson about 20 miles north of Milton on State Road 191. The Blackwater River and its tributaries drain southward through this forest toward Blackwater Bay, helping explain the sparse road pattern and wide spacing between northern communities.
The southern edge is a water-defined landscape. East Bay and Pensacola Bay border the mainland, Santa Rosa Sound separates the mainland from Santa Rosa Island, and the barrier island fronts the Gulf of Mexico. Bridges and causeways therefore control access between Navarre, Navarre Beach, Gulf Breeze, and points west. The National Park Service’s Santa Rosa Area of Gulf Islands National Seashore continues along the island between Navarre and Pensacola Beach.
