Birth registration is the official recording of a child’s birth in a country’s civil-registration system. The World Bank World Development Indicators series SP.REG.BRTH.ZS provides a cross-country measure for children under age 5, but the 180 latest observations in this dataset are not a synchronized world snapshot. Their reference years span 2006 through 2022. The map is therefore most useful when the percentage and the observation year are read together.
Across the 180 latest observations, the median is 97.1% and the simple unweighted country mean is 85.4%. Sixty-seven countries and areas are at 99.5% or higher, including 48 recorded at exactly 100%, while 20 are below 50%. These summaries describe a mixed-year set of latest available values. They are not the global share of children registered in one year and should not be presented as a current 2026 world average.

The indicator is about registered births, not simply possession of a birth certificate
The World Bank metadata for SP.REG.BRTH.ZS defines completeness of birth registration as the percentage of children under age 5 whose births were registered at the time of the survey. The numerator includes children whose birth certificate was seen by the interviewer as well as children whose mother or caretaker reports that the birth has been registered. Registration and certificate possession are therefore closely related but are not identical measures.
This distinction matters for international comparisons. A child may have a registered birth without the household currently holding the certificate, and survey respondents may sometimes misunderstand which authority or document counts as official registration. The indicator is best interpreted as a measure of the reach of legal birth registration among young children, not as a direct replacement for national statistics on certificate possession, identity cards, or every feature of civil-registration quality.
The latest observations are spread across 2006–2022
Only 34 of the 180 latest observations are dated 2022. Another 26 are from 2020–2021, 48 from 2018–2019, 36 from 2015–2017, and 36 from 2006–2014. In other words, 146 rows predate 2022. A dataset whose overall reference period ends in 2022 should not be described as if every country had a 2022 measurement.

The 34 observations dated 2022 are all recorded at 100%. A same-year 2022 distribution would therefore be uninformative and highly selective: it would describe only the countries with a 2022 value in this extract, not the world. Using each country’s latest available observation expands geographic coverage, but it introduces a time-comparability tradeoff that needs to remain visible throughout the article.
Sixty-seven latest observations are at least 99.5%, while 20 are below 50%
UNICEF SDG assessment materials sometimes treat 99.5% or higher as effectively complete birth-registration coverage. In this 180-row latest-value set, 67 countries and areas meet or exceed 99.5%. Forty-eight are from 90% to under 99.5%, 31 are from 70% to under 90%, 14 are from 50% to under 70%, and 20 are below 50%. The distribution therefore has a large cluster near full registration but also a long lower tail.

The median of 97.1% can look close to universal coverage, but it does not mean that 97.1% of the world’s children are registered. A median gives each country or area one equal position regardless of how many children live there. A large country and a small island count the same in this calculation. Population-weighted global estimates require a different aggregation method.
The lowest latest values should always be read with their reference years
The lowest observations include Ethiopia at 2.7% in 2016, Somalia at 5.9% in 2020, Papua New Guinea at 13.4% in 2018, Zambia at 14.0% in 2018, Angola at 25.0% in 2016, Chad at 25.7% in 2019, and Tanzania at 26.4% in 2016. The low levels are important, but the differing dates mean they should not be treated as a current 2026 league table.

Geographic clustering also does not establish the cause of low registration. Access to registration offices, fees and procedures, place of birth, administrative interoperability, displacement, conflict, household awareness, and survey design can all matter. None of those causal variables is contained in this single indicator. The map is useful for identifying where large gaps were observed, after which country-specific evidence is needed to explain them.
Selected countries illustrate why the year belongs next to the percentage
The United States and Japan are recorded at 100% in 2022, while India is 89.1% in 2021, Indonesia 77.0% in 2021, Mexico 97.0% in 2020, and Brazil 96.4% in 2015. Nigeria is 42.6% in 2018, South Africa 88.6% in 2017, Bangladesh 56.0% in 2019, and Pakistan 42.2% in 2018. These figures are useful as documented latest observations, but their different survey dates limit direct present-day ranking.

The Republic of Korea and China do not have rows in this 180-observation extract. Gray on the map therefore does not mean zero. A place can be gray because no value is retained in the statistical table or because a small island or territory does not have a distinct polygon in the low-resolution boundary layer. Of the 180 statistical observations, 160 match directly to visible polygons in the map fixture used here.
Birth registration is part of SDG target 16.9 on legal identity
UNICEF’s SDG Goal 16 data describes indicator 16.9.1 as the proportion of children under age 5 whose births have been registered with a civil authority. Birth registration is the formal recognition of a child’s existence by the state and a core part of civil registration and vital statistics systems. Strong CRVS systems also create administrative data needed to understand births and population change.
UNICEF’s current birth-registration data page reports that about 150 million children under age 5 worldwide remain unregistered. That global count is not calculated by averaging or summing the 180 latest World Bank percentages used in this map. It comes from UNICEF’s broader international estimation framework and should be treated as complementary global context rather than a direct output of this dataset.
Household surveys and civil-registration systems can measure related but different concepts
The World Bank and UNICEF metadata indicate that country estimates may draw on DHS, MICS, other nationally representative surveys, censuses, and civil-registration systems. Household surveys commonly ask whether a child under age 5 is registered at the time of the survey. Administrative CRVS completeness may instead compare registered births with the number of births expected or occurring during a defined period. Differences in denominator and timing can produce different percentages even when both are describing birth registration.
For that reason, large gaps and outdated reference years are generally more informative than tiny country-to-country differences. A difference between 97% and 98% should not be overinterpreted as a precise performance ranking, especially when the observations come from different years or data systems. A 40% versus 90% gap, or a 2006 observation versus a 2022 observation, is much more consequential for interpretation.
Data source and calculation method
The statistical source is World Bank World Development Indicators series SP.REG.BRTH.ZS — Completeness of birth registration (%). The official definition, source notes and methodology are available in the World Bank metadata glossary. The table used here retains the most recent non-missing observation available for each of 180 countries and areas, expressed as a percentage.
Missing values are not converted to zero, and older observations are not carried forward and relabeled as 2022. The median, unweighted mean and coverage-band counts are calculated from the 180 latest observations, with the mixed reference years stated explicitly. For a judgment about a country’s current situation, newer UNICEF or national civil-registration data should be checked when available.
