The gender composition of internationally mobile tertiary students from Central Asia varies sharply across destination countries. UNESCO Institute for Statistics indicator E.5T8.FOREIGN.ORG40505.GPIA reports the adjusted gender parity index (GPIA) for the number of inbound mobile tertiary students whose origin region is Central Asia.

The 2021 UIS estimate contains 70 destination-country and area observations. Only 3 fall within the 0.97–1.03 parity band. 36 have more women than men, while 31 have more men than women. The median GPIA is 1.079, with destination values ranging from 0.087 to 2.000.

The mapped countries are destinations, not origins

Central Asia is fixed as the origin region. Each row and map polygon represents a destination country or area where Central Asia-origin students are enrolled in tertiary education.

Each value therefore describes Central Asia-origin mobile students studying in that destination. It does not describe students from the destination studying in Central Asia. Gender composition can differ by destination because fields of study, scholarships, language, tuition, visa pathways and migration channels vary.

Internationally mobile students are not simply all foreign citizens

UIS defines internationally mobile students as individuals who physically cross an international border to participate in education in a destination country different from their country of origin.

For tertiary students, the preferred origin concept is the country where upper-secondary qualifications were obtained. Usual or permanent residence may be used when that is unavailable, and citizenship is recommended only as a last-resort proxy.

The published value is GPIA, not a student count

Although the indicator title contains the word ‘number’ because the underlying measure is student numbers, the values in this dataset are the adjusted gender parity index, not the headcounts themselves.

A value such as 0.6 or 1.5 is neither a number of students nor a percentage. It summarizes the direction and degree of gender balance; actual student volumes require separate female and male headcount data.

GPIA is centered on 1

The gender parity index compares the female indicator value with the male value. UIS uses an adjusted form designed to make disparities more symmetric around 1 and bounded between 0 and 2.

A value of 1 indicates parity. Values below 1 indicate more men, while values above 1 indicate more women. The 0.97–1.03 range is commonly used as a practical parity band.

GPIA should not be converted directly into a percentage difference

Adjusted GPIA should not be interpreted by simply subtracting the index from 1 or subtracting 1 from the index. Ratios above parity are transformed so that disparity can be represented more symmetrically.

Gender composition varies widely by destination

Japan is 0.603, the United Kingdom 0.838, Canada 0.914, India 0.809, Finland 0.873 and Türkiye 0.556, all indicating more men. Germany is 1.309, France 1.245, Australia 1.341, Brazil 1.522, Spain 1.337 and Sweden 1.265, indicating more women.

The Republic of Korea records 0.609, placing it among the destinations with more men. It is one comparison case within a much broader global distribution, and the index alone cannot identify the cause of any destination’s gender pattern.

Several destinations reach the upper bound of 2.000

Andorra, Monaco, Macao SAR, Colombia, Botswana, Bahrain and Panama are reported at 2.000. Iceland is 1.800, Denmark 1.677, Cuba 1.636, Austria 1.561, Switzerland 1.554 and Brazil 1.522.

A GPIA of 2.000 does not mean women are exactly twice as numerous as men. It is the upper end of the adjusted parity scale. Small underlying student populations can also make the index sensitive to a small number of students.

Some destinations have substantially more men

Saudi Arabia has the lowest observation at 0.087. North Macedonia is 0.143, Jordan 0.159, Serbia 0.250, Latvia 0.271, Ukraine 0.333 and Morocco 0.333.

These values indicate more men among the Central Asia-origin mobile students in those destinations. They are not rankings of education quality, recruitment success or destination popularity.

Slightly more destination observations are female-majority

Excluding the parity band, 36 destinations have more women and 31 have more men. The median is 1.079 and the mean is 1.062.

That does not establish that most Central Asia-origin mobile students worldwide are women. Each destination receives equal weight in this country-level distribution regardless of how many students it hosts.

Mobility within Central Asia can also count as international

Kyrgyzstan records 1.068 and Uzbekistan 1.212. Students moving from one Central Asian country to another can still be internationally mobile if they cross an international border.

The concept does not require movement to another world region. The destination distribution can therefore include both within-region international mobility and movement to Europe, East Asia, the Middle East, the Americas or Oceania.

The reference year is 2021

This Central Asia-origin series uses 2021, whereas several recent origin-region GPIA series use 2023. Reference-year differences matter because international student mobility changed substantially around and after the COVID-19 pandemic.
